난민의 사회 통합과 난민 아동 교육 - 폴란드 거주 우크라이나 난민 아동의 교육을 중심으로 -

초록

이 글은 폴란드가 우크라이나 난민의 보호와 난민 아동의 교육을 위해 적용하고 있는 법과 제도를 살펴보고, 18세 이하 학령기의 우크라이나 난민 아동의 교육 형태와 그러한 교육의 형태를 추동한 원인을 분석하여 난민 아동 교육이 폴란드에 거주하는 우크라이나 난민들의 사회 통합 수준과어떤 관계에 있는가를 살펴본다. 현재 폴란드에 거주하는 우크라이나 난민 아동들은 폴란드 학교교육, 우크라이나 학교 온라인 또는 오프라인 교육 그리고 폴란드 학교 교육과 우크라이나 온라인교육을 병행하는 형태의 교육을 받고 있다. 폴란드는 우크라이나 난민 자녀에게 자국민에게 동일한교육 서비스를 제공하지만, 언어장벽, 그로 인한 난민 아동의 부적응, 그리고 폴란드 정착에 대한불확실성으로 인해 우크라이나 아동 중 폴란드 학교에 다니지 않는 경우는 56%에 달한다. 한편2024년 상반기 현재 폴란드에서는 난민문제와 관련하여 초기 대응에서 장기적인 통합 전략으로 전환하려는 경향이 감지된다. 이것은 2024∼2025 학년도부터 시행될 예정인 우크라이나 난민 아동의 폴란드 학교 출석 의무화 제도와 폴란드 학교에 등록한 우크라이나 난민 아동에게만 기존의 복지혜택을 유지시키는 제도로 나타나고 있다. 이러한 경향과 함께 폴란드에 거주하는 우크라이나 난민들이 자녀가 폴란드라는 유럽연합국가에서 교육을 받는 경험을 새로운 기회로 인식하고 있음이 서서히 목격되고 있다. 이러한 흐름은 전쟁의 종전이 지연되어 폴란드에 거주하는 기간이 길어질수록더욱 뚜렷해질 것이며 이는 우크라이나 난민들의 폴란드 사회로의 통합을 더욱 심화시킬 것이다.

Abstract

This study aims to examine the laws and policies that Poland has implemented to protect Ukrainian refugees and to educate Ukrainian refugee children. It also analyzes the educational patterns of Ukrainian refugee children under 18 and the factors driving these educational choices, exploring how the education of refugee children relates to the level of social integration of Ukrainian refugees residing in Poland. Ukrainian refugee children in Poland are currently receiving education through various forms: Polish school education, online or offline education from Ukrainian schools, and a combination of Polish school education and Ukrainian online education. Despite Poland providing the same educational services to Ukrainian refugee children as it does to its citizens, language barriers, resulting maladaptation of refugee children, and uncertainties about settling in Poland have led to 56% of Ukrainian children not attending Polish schools. As of the first half of 2024, there is a noticeable trend in Poland to shift from initial response to long-term integration strategies regarding refugee issues. This is reflected in the mandatory attendance policy for Ukrainian refugee children in Polish schools, set to be implemented in the 2024-2025 academic year, and the policy that only Ukrainian refugee children registered in Polish schools will retain existing welfare benefits. Alongside these trends, there is a gradual recognition among Ukrainian refugees in Poland that having their children educated in an EU country like Poland is a new opportunity. This trend is expected to become more pronounced as the war prolongs and the period of residence in Poland extends, thereby deepening the integration of Ukrainian refugees into Polish society.
