Abstract
Since the outbreak of the Russia-Ukraine war in 2022, the global energy supply has faced significant challenges, leading to concerns that international efforts toward climate change mitigation and sustainable development would be hindered. However, Russia has instead reinforced its sustainable development policies. In 2023, it established ESG evaluation criteria, announced a new climate doctrine in October, and significantly increased research in related fields. Moreover, Russia has actively pursued cooperation in this sector with non-Western countries, including BRICS+ nations. This study utilizes cosine similarity analysis to examine changes in Russia’s sustainable development policies and compares the long-term carbon neutrality policies of BRICS+ countries. The analysis reveals that over time, Russia’s policies have become more aligned with international agreements. Specifically, its policies in 2021 and 2023 showed a noticeable increase in similarity with global climate commitments by addressing carbon reduction and climate change mitigation more concretely. The comparison of policy similarities among BRICS+ countries indicates that Russia has the highest potential for collaboration with South Africa, India, China, and the UAE, in that order, while Brazil showed the least similarity. Additionally, an analysis of key common terms helped identify potential directions for cooperation among these nations. In conclusion, Russia is expected to continue its sustainable development policies while enhancing international cooperation within BRICS+. This study is meaningful as it employs a more in-depth text-mining analysis techniques to conduct comparison of policies and explore specific directions for collaboration. However, due to the nature of the methodology, it may not fully capture the contextual nuances of policies. Therefore, incorporating semantic analysis techniques such as BERT analysis, or qualitative and quantitative assessments in later studies, could further refine policy comparisons and analyses.
