Abstract

In this study, we explore how Russia’s climate change policy has changed over time. After the collapse of the Soviet Union, Russia priortised economic growth by exporting energy resources. In doing so, it was reluctant to develop climate change policies. To examine the evolution of Russia’s climate change policy, we traced the development of policies and legislations in Russia during the period of 2009-2023. Through the prism of the energy, economy, and environment nexus, we argue that the recent change in Russia’s domestic policy demonstrates a shift in its attitude toward tackling climate change. Our finding suggests that Russia’s climate change appears to become sustainable although its implementation remains uncertain due to foreseeable challenges.
