Abstract
new phenomenon in international relations. During the Cold War era, asymmetric conflict however was poorly conceptualized and studied in the field. Due to the rapid globalization and information revolution taking place in the post-Cold War era, symmetrical use of force now attracts special attention in security studies. The Northeast Asian security environment is in the state of uncertain mixture of cooperation and competition among the major powers in the region. Northeast Asia consists of those big powers which aggressively adopts asymmet ic doctrine and procure related weaponry. The U.S. and Japan pursue so-called positive asymmetry focusing on RMA in a militarystrategic level. On the other hand, China and North Korea are interested in adopting a short-term low-cost/high risk type of asymmetric doctrine. Rational course of action for South Korea is therefore to maximize its given positive asymmetry and minimize its negative asymmetry. For the ways to maximize Korea’s positive symmetry, it needs to develop a independent doctrine and military strategy of its own. In order to minimize its negative asymmetry, Korea needs to pay more attention to its vulnerability to hostile cyber-terrorism and build up reliable network defense system at the national security level.
