Abstract
This article attempts to examine the political and social effects of the proliferation of the Internet in China. First of all, this study introduces the off-line media controlwhich affects the nature of on-line spaceas well as the extant literature on the effects of the Internet. Second, it has explicated the ways through which social forces transform on-line space into social space in which public arenas and on-line protests become available, thus facilitating the eventual formation of a civil society in China. Third, it also shows the process through which the Chinese government tries to make on-line space into state space with its on-line opinion-making, on-line policy publicity, and control over on-line information flow. In brief, the state-society relationship in the information age is no longer a static one in which the state controls society; it is a two-way dynamic that forces interactions between the two. The on-line space in China thus can be defined as a "moving space" over which neither the state nor society has effective control.
