Abstract
The purpose of this study is to review the present situations and problems in building Northeast Asian community and to discuss the theoretical base and the necessity of cultural alternative on the formation of the community. Currently the biggest obstacle to create the community lies in the conflicts and confrontations among Northeast Asian countries stemming from historical legacies that these countries have produced together since long time ago. For example, the perceptual differences between China and Japan, caused by historical and cultural factors, are making it difficult to cooperate with each other let alone to build a community. In order to overcome the obstacle, we argue that it is necessary to depend upon cultural alternative more intensively. Cultural alternatives that we offer in this study are as follows: the development of various interchanging programs focusing on joint ownership of the historical and cultural heritages among Northeast Asian countries, the improvement of already existing educational and research programs to promote mutual understanding among those who live in the region and the making of common standard in Northeast Asia.
