Abstract

The joint statement of the fourth round of the six-party talks held Sept. 19, 2005, was a comprehensive agreement that included denuclearization as well as related issues such as security assurance and the provision of energy and economic assistance to North Korea, the establishment of a peace regime and multilateral security cooperation in Northeast Asia. As a separate forum will discuss a permanent peace regime on the Korean Peninsula, according to the fourth clause of the joint statement, the peace regime is related to the process of denuclearization. Denuclearization and peace on the Korean Peninsula require the mutual coordination of the two issues. This is an alternative to the contrasting views of the U.S., which wants denuclearization first, and North Korea, which wants the peace regime. It will be a gradual progression of denuclearization, the peace regime and diplomatic normalization between the U.S. and North Korea at each stage. Against this backdrop, the peace regime will develop based on three channels. First, inter-Korean meetings will discuss a general approach to arms control.. Second, the peace forum on the Korean Peninsula will discuss the contents of the peace treaty and its management. Third, the six-party talks wil guarantee the peace regime on the peninsula. The peace regime should be pursued based on the following principles: the two Koreas are members of the directly related parties, the conclusion of the peace treaty and arms control is implemented in a parallel manner, a flexible approach is used in the establishment of a peace regime and its management and the peace regime is a multiplestep process that combines interKorean dialogue, the peace regime, the six-party talks and U.S.-ROK consultation. The peace regime must go through three stages. The first stage is the preliminary stage in which a general approach as well as North Korea’s return to the NPT and the IAEA and U.S.-DPRK contacts will be discussed during the inter-Korean military meeting. The peace forum on the Korean Peninsula will also hold four-party talks consisting the two Koreas, the U.S. and China. In the second stage, in accordance with the inspection and dismantlement of North Korean nuclear weapons and facilities, the establishment of a peace regime and arms control will proceed through the four-party talks and the inter-Korean military meeting. In the third stage, during the completion of the dismantlement of the North’s nuclear program and diplomatic normalization between the U.S. and North Korea, the international guarantee and management mechanism of the peace regime will be resolved in addition to the implementation of arms reduction.
