최근 동아시아 지역에서의 지역경제통합에 대한 관심이 증대하면서 ASEAN+3, 치앙마이 협의, FTA와 같은 다양한 지역주의 시도들이 전개되고 있다. 그런데 동아시아 국제분업구조의 중요한 일원이고 역내무역과 투자를 선도하는 핵심주체인 대만은 제도적․공식적 차원에서의 동아시아 지역경제통합 논의에서 사실상 배제되어 있다. 이 연구는 동아시아 지역경제통합에 대한 대만의 접근방법과 정책대응을 살펴보고, 대만이 직면하고 있는 정치경제적 제약 요인과 딜레마를 검토하고자 한다. 대만은 소규모 개방경제와 높은 무역의존도의 특성상 적극적으로 지역경제통합에 참여하려고 시도하고 있지만, 중국과의 관계에서 기인하는 국제정치적․외교적 고립, 양안 간의 정치적 긴장 요인 때문에 지역경제통합에의 가능성이 제한되고 봉쇄되고 있는 실정이다. 따라서 대만의 경험은 현 시기 세계화와 지역주의의 형성․발전이 다양한 정치적, 경제적, 국제적 요인에 의해 다층적이고 복합적으로 규정되고 있음을 시사한다.
Abstract
In recent years, East Asia has undergone very rapid and extensive economic integration such as ASEAN+3, Chiang Mai Initiative, and various FTA projects. However, Taiwan has been totally excluded from the process of formal economic integration in East Asia, although it has played an important role in regional division of labor, regional trade and investment. This study attempts to explore Taiwan's policy responses to regionalism in East Asia, and to discuss Taiwan's dilemmas and constraints in the recent integration process. Due to its open economy and high trade dependency, Taiwan has actively intended to participate in regional economic integration in East Asia. But China continues to contest Taiwan's politico-diplomatic legitimacy, which has significantly narrowed Taiwan's options and chances of joining regionalism in East Asia.
