본 논문에서는 기술철학에서 현대기술의 바람직한 발전방향과 관련하여 논의된 바들을 ‘기술의 윤리’와 ‘기술의 정치’라는 구도로 나누어 보고, 각각이 가지는 의의와 한계를 분석한다. 이 분석을 바탕으로 ‘기술담론의 정치’라는 좀 더 개선된 틀을 제안하여 기술철학 내의 여러 흐름들을 하나로 묶어내는 실험을 하도록 한다. 제 1절에서는 기술을 윤리적 차원에서 접근한 시도들을 기술문명에 대한 윤리, 개별기술에 대한 윤리, 공학 윤리 등으로 나누어 보고 그 의의와 한계를 되짚어 본다. 제 2절에서는 고전적 기술철학에 반발하여 일어난 경험으로의 전환(Empirical Turn)이라는 새로운 흐름 중에서도 기술과 정치를 연결시킨 이론들을 살펴본다. 특히 랭던 위너(Langdon Winner), 앤드류 핀버그(Andrew Feenberg), 리처드 스클로브(Richard E. Sclove) 등의 기술의 민주화 이론을 간략하게 훑어보고 비판적으로 평가한다. 제 3절에서는 기술의 정치가 좀 더 발전된 형태로 드러나기 위한 방안으로 ‘기술담론의 정치’를 제안한다. 좋은 사회의 이상을 기술개발과 연결시키는 새로운 기술담론이 필요하며, 이 담론을 중심으로 조직된 새로운 관련사회집단이 기술과 기술담론의 정치를 수행해야 한다는 주장이다. 결론에서는 이 제안이 논문의 앞부분에서 분석하는 기술의 윤리와 기술의 정치에 비해 어떤 장점을 가지는지 요약할 것이다.
Abstract
There have been several attempts in philosophy of technology to confront the challenges posed by modern technological society. In this article, these attempts are classified into two: ethics of technology and politics of technology. The first section is about ethics of technology, which can be divided into three different approaches: ethics of modern technological civilization, ethics of individual technologies, and ethics of engineers. The second section concerns with politics of technology, which can be represented by theories of democratizing technology. After analyzing the achievement and shortcomings of ethics of technology and politics of technology respectively, in the third section, politics of techno-logy will be suggested as a new alternative. In the politics of techno-logy, the broader concept of good society and the concrete concerns about modern technology are combined. This can encompass the perspective of classical philosophy of technology and the strive for concreteness in the empirical turn at the same time.
