1960년대 한국의 중립국 및 공산권 정책 수정에 대한 논의

초록

1961년 5.16 군사쿠데타 이후 한국 외교정책은 반공에서 승공으로, 이데올로기외교에서 실리외교로, 대미일변도에서 다변화로 수정되었다. 이에 따른 가장 구체적인 변화는 중립국 외교 및 공산권과의 교류 확대의 필요성이 구체적으로 제기된 것이다. 본 연구는 1960년대 한국의 중립국 외교 및 공산권 교류 확대에 대한 정책 변화를 외무부 사료를 중심으로 재구성하고, 이에 대한 야당, 학계, 언론계의 반응을 분석함으로써 이 시기 반공외교가 재정의된 정책적 맥락을 역사적으로 다루고자 했다. 1960년대 중반에는 중국의 핵실험, 북한의 자주성 선언, 미국의 중국정책 변화, 중소분쟁과 미소공존정책 등과 같은 급격한 정세 변화가 나타났다. 이에 대응해 한국 외무부와 야당, 학계, 언론계 등 각계의 정책 결정 및 여론 주도층은 할슈타인원칙의 수정, 중립국에 대한 적극외교, 소련을 포함한 공산권과의 학술․문화교류, 용공상사불인방침 폐기 등과 같은 정책 변화를 고려하게 되었다.

Abstract

Since the military coup d’état in May 1961, South Korea embarked on an ambitious mission to transform the its foreign policy. This resulted in the shift from opposing communism to defeating communism, pursuing ideological rigor to pragmatic flexibility, and relying exclusively on the United States to diversifying diplomatic partners. The most specific consequence of the transition manifested itself in the emerging consensus on policy relaxation towards neutral and communist countries in the 1960s. Based on sources chronicled by the Foreign Ministry of the Republic of Korea (ROK) as well as the reaction within the political opposition, academics, and journalists, the present study examines the institutional context within which Seoul's efforts to engage neutral countries in the Third World and exploration of contacts with non-hostile communist countries intensified during the mid-1960s. During this time, the Chinese nuclear test, North Korea’s declaration of independence, relaxation of the U.S. policy towards China, the Sino-Soviet split, and Soviet-American peaceful coexistence all coincided to sensitize informed South Korean opinion towards to the need to reconsider the Hallstein Doctrine, actively engage neutral countries, launch academic and cultural exchanges with communist countries, separate economics from politics in dealing with neutral and communist countries, and etc.
