북한이탈주민에 대한 한국인들의 태도: 상징정치이론과 경제이익이론을 이용한 시계열 분석

초록

본 연구는 북한이탈주민에 대한 한국인들의 태도를 시계열적으로 분석한 것이다. 특히, 선행연구들이 특정 시점에 국한된 분석을 실시하거나, 설사 시계열적 분석을 실시하더라도 단순히 그들에 대한 사회적 거리감만을 분석한 한계를 극복하고자 했다. 이에 본 연구는 최근 10년의 시간적 범주에서 통시적인 조망을 시도하고, 북한이탈주민에 대한 친근감 및 수용태도 양자를 분석함으로써 그들에 대한 한국인들의 태도를 미시적 차원과 거시적 차원에서 동시에 검토하고자 했다. 본 연구의 분석결과에 따르면, 첫째, 한국인들의 북한이탈주민에 대한 태도는 상징정치이론에 의해 설명되는 바가 컸다. 이 변수들은 10년의 조사기간 동안 비교적 일관된 영향력을 행사했다. 둘째, 상징정치이론보다 설명력이 떨어지지만 경제이익이론의 일부 변수들 역시 일정한 설명력을 보였다. 주목할 점은 북한이탈주민에 대한 친근감은 개인적 차원의 통일효용에 의해 크게 영향받은 반면, 그들의 수용에 대한 태도는 오히려 국가적 차원의 통일효용에 의해 더 크게 영향받은 점이다. 이는 향후 북한이탈주민의 국내적 수용 문제와 그들의 적응 및 사회통합 문제가 별개로 다루어질 필요가 있다는 정책적 시사점을 제공한다.

Abstract

This study delves into South Koreans’ attitudes toward North Korean refugees. In particular, we attempted to overcome the limitations of prior studies which tried to analyze them at a specific time or analyze social distance to them in time series. Therefore, we tried to make a prospective view in the recent 10 years, and delved into the attitudes toward them both microscopically and macroscopically by analyzing the familiarity and acceptance attitude toward North Korean refugees. According to the results, South Koreans’ attitudes toward North Korean refugees are largely explained by the theory of symbolic politics. The variables of symbolic politics are found to have a relatively consistent influence over 10-year study period. Also, some variables of the theory of economic interests also show a certain level of explanatory power. It is noteworthy that the familiarity of North Korean refugees is influenced by the unification utility at the individual level, while the attitudes toward acceptance of North Korean refugees are more affected by the unification utility at the national level. These findings provide policy implications that the issues of domestic acceptance of North Korean refugees and the issues of their adaptation and social harmony/integration need to be addressed separately in the future.
