Abstract

Northeast Asia is a region in which the reality of conflict and the ideal of cooperation have been intertwined. Nation-centered and development-oriented egoism has caused the conflicting relationship among its member states. At the same time, it not only incessantly arouses Northeast Asians' imagination in solidarity and cooperation, but also provokes their endeavor to realize some specific regional institution. And yet most forms of design for regional cooperation have been devised from the economic perspective of coping with globalism and regionalism. The authenticity of regional solidarity and cooperation would, however, be acquired through exploring how Northeast Asian civilization and national cultures should take shape in the region's temporal/spatial context. The context of globalization and informationalization will afford Northeast Asians some deliberation on the promotion of regional activities and civilization. This research intends to inquire into how the trend of globalization and informationalization relates to the Northeast Asian region and what meaning it might hold regarding the promotion of regional cooperation. The idea of regional economic cooperation or regional community is not enough. Overcoming regional conflict and increasing mutual communication and understanding necessitate the perspective of seeing the region as an “international society” and also the effort to build up “Northeast Asia as a Civilization” on a footing of modern capitalist civilization and sovereignty. The formation will be made possible by the international socialization and the regionalization of modern civilization, the process of which globalization and informationalization will encourage.
