Abstract
Based on the selected voting records this paper scrutinize what factors have influence on member's voting. Party identification, constituency, and ideology are regarded as the most important three factors in the U.S. Congress. Although relative power of influence of each factor depends on the issues, those factors are consistently significant. This study also find that the status of the parties, major or opposition party, is seriously considered in voting decision. Since party leaders do not have political resource to enforce the members, they increase the autonomy to decide voting. Furthermore, it is found that members moving party are more likely to follow the new party's decision because they need to show the loyalty to the party.
