Abstract
This study argues that the most crucial factor in the change in North Korea policy of the second term of the Bush administration was domestic political factors. The policy change pursued by Bush was divided into two stages. The first phase was initiated with the appointment of Rice as Secretary of State following domestic political pressure demanding a change of course correction in North Korea policy, after his successful reelection in November 2004. The second phase was in response to the public opinion confirmed through the midterm elections in November 2006, when domestic political pressure was at its peak. The first domestic political factors that led Bush to change his North Korea policy were the failure of the war on terrorism and the resulting worsening of public opinion, as well as the pressure from all sides, including Congress and the media, to change the policy. The second factor was the institutional process that led to the change of leadership within the bureaucracy and the pursuit of a more conciliatory North Korea policy within the multilateral approach. The third factor was the policy change based on the determination of policymakers. In particular, the results of the November 2004 presidential elections and the November 2006 midterm elections were domestic political factors that had a decisive influence on the change in foreign policy.
