Abstract

This article argues that North Korea’s long-term economic underdevelopment has been caused by the undersupply of ‘public goods’ policies, which is originated from its personalist dictatorship with small-scale ‘winning coalition.’ Personalist dictatorship sustained by ‘private goods’ policies that cater for small-scale winning coalition has weak political incentives to undertake institutional reforms necessary for market building, which prevents the national economy from escaping from ‘low income trap.’ The case of North Korea reveals the political logic of economic underdevelopment in which personalist dictatorship structures undersupply of public goods policies that hinder economic development. This article takes a sequential comparative strategy that starts with a large-N studies on post-socialist transition economies in order to select comparable small-N cases that are relevant for testing the political logic of economic underdevelopment. The results support that North Korea’s personalist dictatorship is largely responsible for its long-term economic poverty.
