Abstract

Amid the prolonged stalemate in inter-Korean relations, marked by North Korea's recent military provocations and incidents such as the launch of propaganda balloons, significant shifts in North Korea's external strategy have been observed. On June 19, 2024, North Korean leader Kim Jong Un held a summit with Russian President Vladimir Putin, culminating in the signing of the "Treaty on Comprehensive Strategic Partnership." This development has raised new international security concerns, particularly regarding North Korea's potential support for Russia (including troop deployment) during the ongoing Russia-Ukraine war. Consequently, there has been growing speculation about the deterioration or cooling of relations between North Korea and China. Analyzing the changes in North Korea’s foreign strategy, its relations with China, and its policy toward Beijing under Kim Jong Un is undeniably crucial. This is because shifts in North Korea's policy toward China could have profound implications not only for the Korean Peninsula but also for the broader dynamics of regional stability in East Asia. This study aims to analyze the changes in North Korea’s foreign strategy and its policy toward China during the Kim Jong Un era, using the frameworks of Nash Equilibrium and strategic minilateralism. By doing so, the research seeks to forecast North Korea’s future policy toward China and identify its broader implications for regional international relations. Furthermore, the study will explore the possibility of North Korea severing its traditional ties with China or pursuing a new partnership with Russia through enhanced North Korea-Russia cooperation.
