다자성양자원조는 국제기구 의결권의 보완인가? 국제부흥개발은행(IBRD) 사례분석

공여주체에 따른 대외원조는 전통적으로 양자 또는 다자원조로 구분된다. 이에 더해, 공여국이 국제기구에 자금을 제공하고 국제기구가 원조사업을 진행하지만 금액, 수원국, 사업 내용 등 자금사용의 결정권은 공여국에 있는 비교적 새로운 형태를 다자성양자원조라고 한다. 한편, 국가들은 양ㆍ다자원조를 산업 육성, 정치적 관계 등을 위한 외교적 수단으로 활용한다. 그러나 다자성양자원조에 대한 동기에 대한 연구는 미흡하다. 이에 본 연구는 국가들이 국제기구에서의 권력, 즉 의결권이 작은 경우에, 다자원조에 비해 이익을 더 직접적으로 반영할 수 있는 다자성양자원조를 더 많이 시행할 것이라는 가설을 증명한다. 의결권이 높은 국가에 의해 결정될 수 있는 다자원조가 자국의 이익과 일치하지 않을 수 있기 때문에 지정(earmark)이 가능한 다자성양자원조를 선호하는 것이다. 증명을 위해, 2006년부터 2012년 사이 국제부흥개발은행(IBRD)에 다자성양자원조를 제공한 24개 공여국의 연간 다자성양자원조 금액과 의결권에 대한 패널분석을 실시한다. 분석결과, 의결권과 다자성양자원조의 음의 관계에 대한 가설이 증명되어 양자, 다자원조와는 다른 다자성양자원조의 결정요인을 규명했다.
Abstract
Foreign aid is conventionally categorised into bilateral and multilateral aid by donor types. In addition, multi-bi aid is a recent form of foreign aid that a donor country provides aid finance to an international organisation and also earmarks the usage of it so that the international organisation has no right to decide an amount, recipient, or sector of the aid programme. Several pieces of literature have discovered the national interest determinant of bilateral and multilateral aid but the determinant of multi-bi aid has not discussed academically. This article assumes that countries pursue their national interests in international organisations and hypothesises that countries with lower voting power will be likely to provide more multi-bi aid than their counterparts with higher voting power in an international organisation. Countries with lower voting power prefer earmarked multi-bi aid because bilateral aid highly follows the national interests of strong power countries. This article utilises the panel data between 2006 and 2012 of 24 donor countries that have provide multi-bi aid to IBRD(International Bank for Reconstruction and Development) to prove this statement. The result shows the negative relationship between the voting power and multi-bi aid in IBRD and brings an account of the determinant of multi-bi aid which is distinct from bilateral’s or multilateral’s.
