경계 속 아이들의 교육전략: 몽골 이주노동자 자녀의 이주경험과 진로선택에 대한 분석

본 연구는 몽골 이주노동자 자녀의 교육전략에 주목하여, 교육제도와 이민정책이 이주청소년의 진로 형성과 이주 형태에 어떠한 요인으로 작용하고 있는가에 대하여 분석하는 것을 목적으로 한다. 이를 위하여 몽골에 귀국한 이주청소년 17명과 현지 중등교육기관 5개교의 교원을 대상으로 면접 조사를 진행하였다. 한국과 몽골 사이에서 이주가족의 귀국과 재이주의 과정에서 나타나는 교육 선택과 진로형성과정에 주목한 본 연구의 주요한 결과는 다음과 같다. 첫째, 몽골 이주노동자 자녀에게 나타나고 있는 중학교에서 고등학교 진학 시점에서의 귀국 현상은, 한국의 교육제도에 대한 ‘비연속성 대한 전략’으로 발생한 교육 선택으로 해석할 수 있다. 둘째, 몽골 이주노동자 자녀가 한국 체류 시부터 가지고 있었던 한국 대학교로 진학하고자 하는 교육포부는 몽골로 귀국한 후에도 냉각되지 않은 채 그대로 유지 또는 강화되고 있었고, 이는 대학 진학단계에서 한국으로 재이주하는 현상으로 이어지고 있었다. 이러한 교육 선택에는, 그들의 한국에서의 ‘이주경험’이 몽골 사회에서 커리어를 형성하는 과정에 부정적 요인으로 작용하는 반면, 대학교 진학 과정에서 그들을 한국으로 유입시키는 긍정적 요인으로 작용하고 있는 것에 의한 것으로 해석할 수 있다. 본 연구의 분석 결과는, 이주청소년의 교육 문제를 접근하기 위해서는 ‘각 교육 단계에서의 포섭’ 방식에 대한 논의뿐만 아니라, 각 교육과정에 적용되고 있는 교육이념의 연속성에 대하여 주목해야할 필요성을 제기하고 있다. 몽골 이주노동자 자녀의 교육전략과 이주 형태는, 고등교육단계의 선발제도에서 이주청소년의 이주 배경에 따른 선별적 포섭（배제）과 대학의 국제화정책의 두 가지 제도 사이에서 일어난 ‘교육 회귀 현상’이라고 볼 수 있다.
Abstract
This study looks at the educational strategies of Mongolian migrant workers’ children, and its purpose is to analyze how the educational system and immigration policies have affected their migration patterns and career formation. To this end, in-depth interviews in Ulaanbaatar, Mongolia were conducted. The in-depth interviews conducted in Ulaanbaatar, Mongolia focused on the educational choices of migrant families and the career guidance of teachers in the process of returning home and then re-migrating to South Korea. The results of the analysis are as follows: First, the phenomenon of the Mongolian migrant children returning to Mongolia, at the time of their transition from middle school to high school, can be interpreted as an educational choice arising from a “response to discontinuity” in the South Korean education system. Second, the educational aspirations of Mongolian migrant workers' children to go to a Korean university were maintained and strengthened even after returning to Mongolia, and this has led to their re-migration at the time they enter university. While the migration experiences of these youth in South Korea have been a negative factor in their career formation in Mongolia, they have, at the same time, been a positive factor in introducing them to Korea early on, which has aided them in the Korean university study abroad process. In this way, the phenomenon is facilitating the re-migration of Mongolian migrant workers’ children. The results and analysis of the study stress that what influences the educational achievement of migrant youth is not only the “inclusion at every stage of education” pointed out in previous studies but also the discontinuity of education ideology that is applied at each stage of education for adolescents of migrant backgrounds. The educational strategies and migration patterns of the Mongolian migrant workers’ children can be seen as an “educational regression phenomenon” that has occurred between two systems: the university's internationalization policy and the university screening system’s selective inclusion and exclusion practices based on the migration backgrounds of the children.
