우리나라 레저선박 등록·검사제도에 관한 고찰

Abstract

This study aims to find out major issues regarding recreational boat registration and inspection system in Korea, and to suggest practical ways to improve the current situation. First, legislations related to recreational boats contains various names for these particular boats, which may cause confusion. Second, some of recreational boats are not identified through Hull Identification Numbers (HIN). Third, registration and inspection system has two-tracks, which causes administrative inefficiency. The UK and Japan, respectively, have different policy directions regarding recreational boating, but both clearly define the concept of small boat and operate consistent institutions along with a systematic registration system. In Korea, historical data management by enforcing the assignment of HINs for all the relevant boats is required. An integrated management system for the registration and inspection of recreational boats is also required. Total inspection on unregistered boats and revision of related laws including municipal ordinances can work to bring them into the regulatory system.
