해양레저산업의 성장과 육성에 관한 고찰

국민소득 향상과 여가시간 증가에 따른 국민의 힐링을 위한 레저활동으로 해양레저산업과 해양관광이 큰 관심을 받고 있다. 실제 우리나라의 해양레저시장은 꾸준하게 성장하고 있으며, 레저산업 중 매우 큰 비중을 차지하고 있다. 해양레저는 장비를 사용하는 특수성을 가지고 있어 제조부터 서비스, 소비까지 이어지는 하나의 산업으로서 구성되어 있으므로 이에 맞는 정책과 제도, 문화가 필요한 산업이다. 2000년대이후에 관련 시장과 법률이 만들어지다보니 우리나라는 아직 산업의 초창기 수준으로 산업의 성장과 발전을 위한 정책과 체계가 만들어지지 못한 상황이다. 이에 본 논문에서는 해양레저산업의 환경에 대한 분석을 통해 사용자의 형태와 여건을 살펴보고 산업 성장을 위한 해양레저 법률 체계, 한국 제조기업의 성장기회, 산업 분류체계, 안전에 대한 부분 등 우리나라 해양레저산업의 현황과 제약요인을 고찰하고 한계를 분석해보고자 한다. 이를 통해 향후 해양레저산업을 육성하기 위한 정책적 방향도 제시하였다.
Abstract
As the national income and leisure time increase, the marine leisure industry and its tourism have drawn massive interest as a leisure activity for the people. In fact, Korea's marine leisure market has steadily grown and is becoming the biggest leisure industry in the country. Marine leisure is distinct as it requires the use of equipment and consists of manufacturing, service, and consumption as an industry. Therefore, it is in need of appropriate policy, system, and culture. Since its relevant law was created after the 2000s, it is still in its early stage in South Korea without a sufficient policy and system for its growth and development. Thus, this study analyzes the marine leisure industry's environment to determine user types and conditions. Moreover, it examines the current status and limitations of the marine leisure industry in terms of the legal system for marine leisure, the opportunity for growth of Korean manufacturing companies, the classification system of the industry, and safety. The findings of this study are expected to suggest a political direction for the promotion of the marine leisure industry in the future.
