Abstract

This study aims to categorize industries in the Fisheries Industry Value Chain into four distinct types according to their forward and backward linkages, using social network analysis, and subsequently propose tailored development strategies. The findings indicate that backward-linked industries have a vulnerable structure dependent on a few key industries, while the forward-linked industries are characterized by an intense competitive structure in which the livestock industry plays a central role. The fisheries industry is identified as a sector with few direct connections yet high influence within the value chain. Based on these structural characteristics, backward-linked industries must secure supply chain stability by expanding direct connections with numerous isolated industries. Meanwhile, forward-linked industries must enhance competitiveness by developing consumption promotion strategies differentiated from the livestock industry and by diversifying supply from raw materials to processed forms to collaborate with new food manufacturing and service industries. These insights offer strategic direction not only for advancing the fisheries industry but also for promoting the mutual development of its upstream and downstream partner sectors.
