Abstract

In this article, I would like to propose that the 'Ginseng Cultivation and Related Culture' item, which is currently being applied for in South Korea with the aim of registering as a UNESCO Intangible Cultural Heritage in 2026, should be converted into a form of joint registration between the two Koreas. Ginseng has been cultivated and used in Korea for a long time, and its related culture, including food, rituals, and folk tales, has been passed down in abundance. Its sociocultural symbolism is also deeply rooted in the emotions of the Korean people. 'Goryeo ginseng' is a type of ginseng that has been cultivated through human efforts from wild ginseng, and 'red ginseng' is a type of ginseng that has been fermented and processed to enhance its medicinal effects. Ginseng cultivation is a cultural product accumulated through long-term experience, and derivative cultures such as methods of avoiding continuous cropping, related rituals, and medicinal herb markets have developed alongside it. This is an element that can have a positive effect on the current UNESCO Intangible Cultural Heritage selection system, which respects cultural diversity and creativity. Although the current political tensions between the South and the North are an obstacle, North Korea's "National Heritage Protection Act" (enacted in 2015) also includes Article 9, "Exchange and Cooperation in National Heritage Protection Projects," which stipulates "development of exchange and cooperation with other countries and international organizations," thus clearly establishing the basis for exchange and cooperation for UNESCO Intangible Cultural Heritage registration. As the two Koreas share a common culture of ginseng cultivation and pharmaceutical technologies, related treatment practices, rituals, folktales, and literary records, and both have designated it as a national intangible cultural heritage, I propose that the two Koreas work together to register it as a UNESCO Intangible Cultural Heritage by 2026 or later. In the 21st century, the Chinese government's active policy support and promotion of intangible cultural heritage has led to a situation where both North and South Korea must consider tensions with the cultural heritage of the three northeastern provinces of China. Moreover, at a time when the utilization of cultural heritage linked to the revitalization of local industries is actively encouraged internationally, the joint application for registration of the ‘ginseng cultivation’ cultural heritage by the South and North can be considered a task of the times.
