Abstract
From the very beginning integration of Europe was focalized on the economic dimension under the philosophy of functionalist spillover effect. It is true that this endeavor helped a lot for the formation of common market in Europe. Nevertheless European demos feel that most decisions are largely made by the elites, national and European. Therefore, the so called democratic deficit was an important concern for the integration from the 1970s and on. With Maastricht Treaty which included social dimension such as citizenship, social inclusion etc, a new situation was introduced in the realm of integration discourses. Treaty establishing a Constitution for Europe entails many stimulating points. By its objectives social market economy is adopted as a guiding principle. Fundamental rights are prescribed with values of human dignity, freedoms, equality, solidarity, citizens' rights and justice. Due to the recent enlargement of the Eastern countries with discrepancy in living standards, it is probable that the ideal of the integration becomes a gloomy project and that social vision of the integration remains as an empty rhetoric. Euphoria seems to be already spent out. Nevertheless, all the efforts made up to now should not be underestimated. When the younger generation with Europhilia attitude becomes protagonists, Europe will be more humane and solidary from the longer term perspective. Promotion of social rights and citizenship is therefore indispensable for the social integration process despite the difficulty in building positive integration. The construction of a Social Europe and European Social Models is still valid in its vitality and potentiality.
