제5차 확대 이후 EU에 대한 한국기업의 투자전략에 관한 연구

2004년 이루어진 EU의 제5차 확대는 EU 역사상 가장 큰 규모의 확대였다. 이번 제5차 확대에 즈음하여 EU의 산업 구조, 특히 EU에 대한 해외 직접투자에 많은 변화가 있었다. EU전체, 특히 기존의 15개 회원국으로의 해외 직접투자는 2004년에 크게 감소한 반면, 새로 EU의 회원국이 된 10개국으로의 해외 직접투자는 크게 증가하였다. 또한 많은 다국적 기업들이 그들의 생산거점을 낮은 임금수준과 다양한 인센티브를 제공하여 많은 해외 직접투자를 유치하여 높은 경제발전을 이루어 왔던 스페인, 포르투갈과 같은 남부 유럽 국가들을 포함한 기존의 EU 회원국들로부터 새로이 EU 회원국이 된 이들 10개국攀 이들 10개국들은 Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia, Slovenia, Malta 와 Cyprus 이다. 攀攀으로 이전하고 있다.이처럼 오늘 날 전 세계에 만연되고 있는 세계화와 세계경제 지역화 현상이 한국기업의 활동여건에 큰 변화를 가져왔다. 그 중에서도 가장 발달된 형태의 지역경제협력체인 EU의 확대는, 특히 EU에서의 한국기업들의 활동 여건에 큰 변화를 가져왔다. 우선 EU의 제5차 확대 이후 경제 파트너로서의 EU의 중요성도 크게 증가됐다. 한국의 신규 10개 회원국들을 포함한 EU에 대한 해외 직접투자도 EU의 제5차 확대가 이루어진 2004년 전후로 많은 변화를 보였다. 한국 내부에서의 변화도 한국 기업들의 활동에 큰 영향을 미쳤다. 한국기업들에 큰 영향을 미칠 수 있는 변화로는 한국정부가 취한 한국기업들의 해외 직접투자를 활성화하기 위한 조치라고 할 수 있다. 한국 정부는 1980년대, 특히 2000년대부터, 꾸준히 한국기업들의 해외투자 활성화를 위한 조치들을 취해 오고 있다.본 연구에서는 우선 한국기업들의 EU진출 현황을 분석하고, 제5차 확대 이후 변화된 EU의 경제 환경과 한국정부의 변화된 해외투자 정책이 한국기업들의 EU 진출에 어떻게 작용하였는지를 분석했다. 이 분석을 기초로 하여 한국기업들이 향후 EU에 진출하고자 할 때 어떤 전략을 사용하여야 하는지에 대하여 심층 연구했다.
Abstract
There was the 5th enlargement of the EU, one of the largest one in the history of the EU in 2004. This enlargement resulted in the dramatic changes in the industrial structure as well as the investment circumstance of the EU. The amount of inward FDI into the 15 existing EU member countries decreased dramatically in 2004, while that into the 10 new EU member countries recorded dramatic increase. This is because MNCs changed their investment locations from the existing countries where labor costs are relatively lower than the other member countries, such as Spain and Portugal to the new EU member countries. Korean firms' FDI into the new EU member countries also have showed dramatic changes since 2004 when the 5th EU enlargement was made. The another changes which pushed Korean firms' FDI into the EU was the FDI policy changes made by the Korean government which was designed for the promotion of FDI of Korean firms. In this study, I tried to suggest the appropriate strategies for the Korean firms seeking to enter into the EU after the 5th enlargement. For this, I examined how newly changed FDI policies of Korean government affected the FDI of Korean firms into the EU. Based on this analysis, I could suggest new strategies to the Korean firms seeking to enter in the EU.
