본 논문은 다문화사회에서 발생하는 사회통합의 문제를 다루거나 해결하기 위한 방안이무엇인가 하는 근본적인 문제제기에서 출발하여, 사회통합의 장애요인으로 작용하는 평행사회의 개념과 이를 해소하기 위한 대안 중의 하나인 다양성관리의 개념을 중심으로 하여사회통합을 위한 접근방안을 논의하였다. 본고에서 강조하고자 하는 사항은 다음과 같이정리할 수 있다. 첫째, 다문화사회의 사회통합 문제와 관련된 선행연구의 분석에 기초할때, 보다 더 분화된 사고방식이 필요하다는 점을 염두에 두면서 다문화 이외에 특히 초문화 및 주도문화의 관점(혹은 패러다임)에 대한 취급 및 논의가 요청된다는 점을 강조하였다. 둘째, 소박한 다문화주의는 사회통합이 마치 저절로 이루어질 것처럼 간주하는 경향이있는데, 평행사회는 이와 같은 다문화주의의 부작용 또는 의도하지 않은 부수결과라고 해석할 수 있다. 평행사회와 같은 현상을 경계하면서 그것을 예방하기 위한 대안이 초문화주의 혹은 주도문화의 입장이다. 그런데 두 입장 모두 비판적인 입장에서 바라볼 때, 사실상 동화주의의 위험성을 안고 있는 것이 아닌가 하는 의혹 때문에 논란의 여지가 여전히남아 있다. 셋째, 따라서 한편으로는 다문화주의의 부작용으로 나타날 수 있는 평행사회로의 퇴행을 방지하고, 다른 한편으로는 초문화주의 및 주도문화의 한계를 극복하는 차원에서 다양성관리의 접근방안에 주의를 기울일 필요가 있다. 넷째, 다양성관리에 관한 독일의사례에 기초할 때, 최근에 이에 대한 관심이 증가하고 있다는 사실을 확인할 수 있다. 그러나 다양성관리에 초점을 맞추어 문화적 다양성을 보다 더 생산적⋅건설적으로 다루기위한 방안을 모색할 필요가 있다. 다섯째, 우리나라에서도 앞으로 다양성관리를 실행하고자 한다면, 실천방안 또는 조치에 관한 경험적인 조사 및 연구가 수행될 필요가 있으며,국제적인 비교에 바탕을 두고 우리나라 실정에 더 적합한 조치를 강구해야 할 것이다. 또한 특히 이주배경을 가진 사람들을 표적집단으로 한 경험적인 연구와 조사를 수행할 필요가 있다.
Abstract
The purpose of this paper is to share the results of a study that focused on the concepts of parallel society and diversity management in order to take a look at the integrating strategy in a multicultural society. To arrive at this aim, the researchers dealt with the following themes: the three paradigms in relation to the problem of integration in a multicultural society, parallel society and the problem of societal integration, concept and characteristics of diversity management, and diversity management in the light of German case. The bottom line of this article can be formulated as follows:(1) It seems first to be necessary to pay attention also to the perspectives or paradigms of transculturalism and leading culture (Leitkultur) besides multiculturalism. (2) While the naive multuculturalism tends to consider the societal integration like something self-steering, the so-called parallel societies can be interpreted as the unintended consequences or dysfunctional results of multiculturalism. (3) The perspectives of transculturalism and leading culture (Leitkultur) are alternatives to hinder or prevent the phenomena like parallel societies or lives,subsocieties, subcultures, ethnic colonies. But those perspectives have, on their part, an immanent risk of falling unintendedly into assimilationist strategies. (4) In this context, one can infer as a result, that the diversity management,also called managing diversity or diversity as strategy, seems to become an alternative relevant strategy, which might evade, on the one side, a regression to parallel society, and overcome, on the other side, the above-mentioned limitations of the transculturalist or leading culturalist perspective.
