유로존 위기와 차별화 된 통합: 정책 결정에 미치는 영향을 중심으로

이 논문은 유로존 위기 극복책이 정책 결정에 끼칠 영향을 묘사하는 용어인 여러 속도의 유럽(multi-speed Europe), 핵심 유럽(core Europe), 메뉴식 유럽(À la carte Europe) 등이 엄밀하게 정의되지 않은 채 사용되어 오히려 혼란을 가중시킨다는 문제의식에서 출 발한다. 용어의 혼용은 의미 전달을 제대로 할 수 없기 때문에 용어의 엄밀한 정의와 활용은 학문의 발달에 필요한 초석이다. 이런 용어를 여러 기준에 따라 명확하게 정의한 후 은행동맹을 사례로 들어 이것이 EU의 정책결정에 미치는 영향을 분석했다. 은행동맹은 유로존과 비유로존 간의 단일시장을 더 분절시키고 여러 속도의 유럽을 점차 가시화하고 있다. 유로존 국가들과 폴란드 같은 일부 유로존 플러스 국가들은 위기 극 복으로 통합을 강화해야 한다는 점을 공유하고 있다. 따라서 은행동맹은 유로존과 비유로존이지만 유로존 플러스에 속하는 국가들과 영국 같은 국가들 간의 두 가지 속도의 유럽 을 가시화할 것이다.
Abstract
This paper seeks to systematize the concepts like multi-speed Europe, core Europe and À la carte Europe in order to clarify its proper usage. After making a systematic classification of the above concepts using such variables as time, space and matter, it applies these findings to the banking union currently underway in the EU to analyze its impact on the decision-making process in the European Union. It argues that banking union, as it currently stands, is likely to consolidate the two-speed Europe. It proposes that arrangements need to be made for the willing and capable non-euro-area member states to join the banking union in due course. The paper also raises the issue as to whether these attempts to solve the eurozone crisis would be sufficient to fill the democratic deficit in the EU.
