초록
This paper explored to what extent the formal provisions of European citizenship is fully demonstrated and further guarantee citizens rights: civic, political and social. It argued then that for the transnational polity system such as the EU, the demo-formation is essential not only for the legitimation but further integration; thus, the citizenship practice could be a tool for demosformation. However, at least so far, EU citizenship has not led to the establishment of a meaningful Euro-demos; thus, in the EU, it can be questioned whether citizens really want to play a more active role in EU governance, or just to express vague but increasing dissatisfaction with a Union that continues to be considered distant and arcane. In formal terms, European citizenship is underdeveloped, lacking both the duties which are necessary to cultivate a sense of mutual responsibility and many of the rights which might lend it greater salience; in terms of citizenship practice, there are insufficient opportunities for political engagement, especially if considered NGOs influence to EU policy-making, they are not always inside because of the lack of resources, the institutional limits of the EU per se and even their reluctant position of being a legislator rather campaigner.
