12세기 이후 스웨덴의 영향력 아래 있었던 핀란드는 스웨덴과 러시아의 세력관계 변화에 따라서 19세기에 러시아의 자치령이 되었고, 러시아 혁명시기에 독립을 쟁취하였다. 그러나 독립이후 소련과의 갈등에 직면하였고, 핀란드는 ‘겨울전쟁’과 ‘계속전쟁’을 통해서 소련에 대항하였지만 결국 영토를 상실하였다. 제 2차 세계대전 이후 핀란드는 과거와 다른 친소 중립노선을 외교정책으로 활용하면서 자국의 주권을 보호하였다. 냉전시기 핀란드의 친소 중립노선은 1960년대와 1970년대에 서방에서 부정적으로 해석되었다. 특히 서독에서 사민당 출신 브란트 총리의 동방정책을 비판하는 과정에서 ‘핀란드화’라는 용어가 사용되었다. 1980년대에는 핀란드 모델이 동유럽 문제를 해결할 수 있는 방안으로 서방세계에서 긍정적으로 검토되었고, 핀란드 모델의 적용가능성이 이후 다른 지역의 국제분쟁사례에서도 검토되었다. 핀란드의 친소 중립정책을 취하는 기간 동안 핀란드에서는 소련에 관련된 사안에 대해서 철저한 자기검열이 있었다. 다른 한편, 소련과의 평화유지를 통해서 경제적 이점을 취하는 등 실리를 취할 수도 있었다. 또한 국제관계 변화에 따라서 핀란드의 외교정책은 유연하게 변화하여, 친소 중립노선을 폐기하고 유럽통합에 적극적으로 참여하였다. 핀란드 모델을 다른 약소국-강대국 관계에 적용시키기 위해서는 핀란드 외교정책의 변화과정에 대한 축적된 연구가 필요하다.
Abstract
Finland, which had been under Swedish influence since the 12th century, became a an autonomous grand duchy of Russian Empire in the nineteenth century. It gained independence during the Russian Revolution. However, after independence, it faced a conflict with the Soviet Union, and Finland was engaged in the warfare against the Soviet Union through the 'Winter War' and 'Continuing War' and it resulted in the loss of territory of Finland. Since the Second World War, Finland has protected its sovereignty with Neutrality policy towards the Soviet Union. During the Cold War, Finland’s Neutrality policy was interpreted negatively in the West, especially in the 1960’s and 1970’s. In particular, the term “Finlandization” was used negatively in West Germany when Christian democrats criticized Brandt’s Ostpolitik. In the 1980s, the Finnish model was positively examined in the West as a way to solve the problems in East Europe. The applicability of the Finnish model was later reviewed in other cases of international disputes During Finnish neutrality policy, there was thorough self-censorship of matters related to the Soviet Union in Finland. On the other hand, Finnish neutrality policy allowed Finland to take an economic advantage by maintaining peace with the Soviet Union. In addition, in accordance with the changes in international relations, Finland's foreign policy has changed flexibly, ending the treaty of FCMA with the Soviet Union and actively participating in European integration. In order to apply the Finnish model to other dispute areas, further research on the evolution of Finnish foreign policy is needed.
