독일의 인더스트리 4.0 추진체계에 관한 연구: 연방정부의 역할을 중심으로

Abstract

This paper attempts to find some implications for analyzing the German case, which can be considered as the pioneer of the fourth industrial revolution. Industries 4.0, the fourth industrial revolution in Germany, have a specific goal of expanding and maintaining international competitiveness by applying the cyber physics system, which is a key technology of the fourth industrial revolution, to their strengths in manufacturing. In addition, Germany's Industry 4.0 focuses not just on technology development, but on improving social and economic systems so that technological advances can lead to economic growth. Government efforts to innovate these socio-economic systems have been embodied in the expansion of Platform Industries 4.0 as a space for change, connection, communication and integration of high-tech strategy. In other words, the federal government's policy focuses on providing a framework for industry, academia, unions, and civil society to collaborate. This shows the federal government's perception that technological progress should be accompanied by innovation in social and economic systems in order to be combined with the economy. The Republic of Korea is also actively responding to the international trend by establishing the Fourth Industrial Revolution Committee, which is under the direct control of the President in 2017. However, when the progress has been made so far, discussions on the improvement of the social and economic systems are not properly conducted. The committee members are also made up of experts in science and technology. In this reality, the direction of the German federal government has given many implications to the Republic of Korea. In other words, it suggests the establishment of the infrastructure for the fourth industrial revolution in the big frame, the communication of stakeholders, and the establishment of a forum for decision making through coordination and consensus.
