이 논문은 1980년 이후 프랑스의 청년실업 현황과 특성을 살펴보고, 청년실업의 경제성장 효과를 분석하는데 중점을 둔다. 실증분석은 오쿤의 법칙을 적용하여, 프랑스 청년실업과 경제성장 간의 관계를 추정하였다. 프랑스 청년실업률은 현재 20%가 넘는 높은 수준을 유지하고 있다. 청년고용의 취약성은 낮은 고용률, 높은 비경제활동인구 비율, 많은 실업후광 인구, 높은 임시직 비율에서 찾을 수 있다. 프랑스 청년니트(NEET) 인구의 비중도 높은 수준을 보이고 있으며, 독일과의 격차도 확대되고 있다. 실증분석 결과는 GDP 성장과 청년실업률은 부(-)의 관계를 보이며 오쿤의 법칙이 유효함을 보여주고 있다. 15-24세 청년실업률은 다른 연령층에 비해 실질 GDP 변화량에 더욱 커다란 영향을 받는 것으로 나타났다. 프랑스의 청년실업 문제를 해결하기 위해서는 기업중심 경기활성화, 노동시장 유연성 확대, 노동조합 개혁, 청년 직업훈련체제 개혁과 투자 확대, 노동수요와 공급 간의 직업역량 미스매치를 해소해 나가야 할 것이다.
Abstract
This paper examines the realities and characteristics of youth unemployment in France since 1980 and focuses on analyzing the economic growth effects of youth unemployment. The empirical analysis applied the Okun’s law to measure the relationship between French youth unemployment and economic growth. The youth unemployment rate in France is currently at a high level of over 20%. Vulnerabilities in youth employment can be found in low employment rates, high inactive population ratios, high unemployment halo population, and high temporary employee rates. The proportion of the French youth NEET population is also high, and the gap with Germany is widening. Empirical results show that GDP growth and youth unemployment rate are negative and that the law of Okun is valid. The unemployment rate for young people aged 15-24 is more influenced by the change in real GDP than other age groups. In order to solve the youth unemployment problem in France, it can be said to revitalize the economy through enterprises, increase labor market flexibility, reform labor unions and youth vocational training system, enpand investment in vocational training and eliminate mismatch of job competence between labor demand side and supply side.
