네덜란드 폴더 모형에 관한 학습과 비판적 고찰

초록

본 논문은 네덜란드의 노동정책에 대한 학습과 고용창출을 분석하는데 그 목적이 있다. 1982년 정부는 일자리 창출을 위한 대안으로 폴더모형(Polder Model)을 도입하였다. 폴더모형의 핵심은 임금동결, 노동시간단축, 노동의 유연성과 투자확대 등을 들 수 있다. 그 결과 1980년 초 13%에 달했던 실업률이 1990년까지 10년 동안 약 3% 수준에 머물러 많은 유럽국가의 연구대상이 되었다. 이 모델의 성공은 사회적 합의와 노사간의 양보 및 타협을 전제로 하고 있다. 또한 정부는 노사간 합의에 의해서 손실된 임금보전을 감세정책과 사회복지비 지원으로 연계하였다. 그럼에도 불구하고 1990년 이후 실업률의 증가와 경제성장률이 둔화되면서 이에 대한 비판적 시각과 논의 및 노사간의 갈등이 재연되고 있다. 따라서 폴더모형은 사회적 합의와 타협 및 양보가 전제하지 않은 나라에서 도입되기란 쉽지 않다. 하지만 이러한 모델은 노사간의 공존과 타협에 대한 학습모델로서 많은 시사점을 주고 있다.

Abstract

The purpose of this article deals with the studying of the labor policy of the Netherlands and how it leads to job creation. In 1982, the government takes a folder model as a substitute of job creation. The contents of this model “Accord of Wassenaar” are wages freezing, the possibility of seeing with pliability and the investment magnification back of hour of labor shortening and work. As this results, the unemployment rate which it accomplishes to the beginning of about 13% 1980 until 1990 stays on the period of the 3% level over 10 years. It had became the research object of many European countries. The success of this model depends on compromising with social agreement and on concession of labor and employer. To here, the government added a reducing taxes policy and a social welfare non-supporter who preserves the wages from lost by the agreement of labor and employer. Therefor, the criticism against hereupon and the discussion, the conflict between labor and employer take place with the increase of the unemployment rate and reduction of economic growth after 1990 again. Accordingly, it is difficult, that this model is introduced without socially compromise and concession in another country. However, studying against hereupon as learning model should be given to significant implication for mutual coexistence and compromise between labor and employer.
