유라시아 석유가스 개발과 에너지안보: 유럽-챤 파이프라인 망을 중심으로

초록

러시아, 중앙아시아, 카스피해를 포함하는 유라시아지역의 석유 및 천연가스자원의 개발 배경과 현황을 살펴보았다. 또한 이들 지역의 석유 및 가스 자원개발의 필수 조건인 안정적 석유 및 가스수송을 위한 파이프라인망의 현황과 문제점도 살펴보았다. 또한 새롭게 개발되는 카스피해 및 중앙아시아의 자원개발과 관련하여 전개되고 있는 파이프라인망의 신설 및 확충의 문제들을 조망해 보았다. 앞서 살펴본바와 같이 유라시아지역의 자원개발과 파이프라인노선의 건설이 단지 에너지 수급의 구조에서 이해되기 보다는 유라시아지역 전반에 걸쳐 형성되고 있는 자원의 공급자와 수요자의 입장에서 이해관계의 충돌과 조정의 차원에서 이루어지고 있음을 파악해 볼 수 있다. 특히 파이프라인 노선을 둘러싼 경쟁과 협력의 관계가 경제적 이익의 차원을 고려한 공급자와 수요자로 참여하는 국가들의 전략적 이해에 따라 유라시아 지역에서 전개되고 있음을 조망해 보았다.

Abstract

There is a likelihood of large reserve of crude oil and natural gas in the Euraisa countries including the Caspian Sea Region, and a consequent large increase in oil and natural gas production from that area. To date, due to the increase of international oil price, the Europe, U.S. and Russia have pursued regional interest in that area including the Caspian Sea Region. First, this paper will examine changes in energy policy of Europe and Russia and clarify related problems. It will explain how major players such as Europe, U.S.,and Russia, ect. adjust and increase their own interest related energy strategy issues in that area. And then in terms of Pipeline network each countries strategy conflicted and cooperated in that area. And also how oil and gas pipeline influenced energy policy of major players. Focusing on transportation of crude oil and natural gas how Russia enforced stability of pipeline transportation to Europe, it analyze changes in polices and strategy of energy in Eurasia. This paper analyze development projects of oil and natural gas in aspect of geopolitical economy. Lastly, it will try to draw implications of oil and gas resource development in Eurasia region and energy policies of Russia by defining restrictions and difficulties.
