1992년 3월부터 시작된 3년 8개월간의 보스니아 내전은 1995년 11월 미국의 주도아래 추진된 데이턴 평화협정에 의해 종결되었고, 현재 평화협정의 절차와 그 내용에 따라 국가 정치와 행정 그리고 경제, 사회 체계 수립에 있어 개혁이 진행 중에 있다. 하지만, 내전이 종결된 지 10여년이 지난 2007년 현재까지도 보스니아는 전범 처리를 둘러싼 갈등, 민족간 충돌, 보스니아 분열 위협 등 여러 불안 요소로 인해 평화 지속을 위한 어려움이 상존해 있는 게 현실이다. 본 논문에서는 보스니아 민족문제에 대한 이론적 논의를 토대로, 보스니아의 다민족 통일 국가를 목표로 하고 있는 데이턴 평화협정의 11개 부록을 그 내용에 따라 크게 5개 분야, 즉 ‘군사 안보’, ‘영토 문제’, ‘인권, 피난처, 전쟁범죄에 관한 합의’, ‘보스니아 헌법구조’ 그리고 ‘민주주의 정착을 위한 시민 양성’등으로 나누어 그 내용과 현황을 분석하고 있다.
Abstract
On November in 1995, Dayton's Peace Agreement under the leadership of the U.S. put an end to Bosnian Civil War which had started from March in 1992 and had lasted 3 years and 8 months. The reformation for the establishment of the politics, administration, economy and social systems are progressing, according to the process and the content of the present Peace Agreement. It, however, is difficult to keep this place peaceful even until the present, 10 years after the end of the war, because there exist a threat about the division of Bosnia and conflicts between nations in Bosnia in relation to the treatment of a war criminal. In this paper, 11 annexes of Dayton's Peace Agreement with an aim at a multinational state will be analysed into five fields, based on Bosnian national problem and that's the theoretical discussion - 1) a military security, 2) the territorial problems, 3) agreement about human right, refugees, a war crime, 4) the constitutional structure of Bosnia, 5) and civil education for settlement of democracy.
