보스니아의 EU 가입에 있어 EU의 전제 조건과 목표는 다음과 같다. 첫째는 민족 간 화해와 조화로움에 기초한 ‘사회 통합’이며, 둘째는 1995년 보스니아 내전을 종결지은 ‘데이튼 평화 협정’의 마지막 단계인 ‘1국가 1체제’ 수립을 통한 ‘영구적 평화 정착’이다. 보스니아의 EU 가입은 오랜 민족 갈등으로 고통 받은 서부 발칸 지역의 민족 간 화해와 평화 정착의 초석으로 상징되고 있지만 여전히 많은 과제와 장애물이 남아 있다. EU의 1차 목표인 민족 간 ‘사회 통합’ 구축 이후에도 ‘영구적 평화 정착’의 구체적 상징인 ‘1국가 1체제’라는 정치 통합이 걸림돌로 자리하고 있다. 이러한 걸림돌을 제거하기 위해선 우선 과거 역사에 대한 반복된 공포에서 벗어나 민족 간 신뢰 구축인 ‘상호 믿음’이 확립되어야 한다. 그리고 두 번째로 ‘1국가 1체제’로의 통합이 구성원 각자에게 보다 확실한 이익을 줄 것이라는 ‘공통 이익’에 대한 확신 또한 수립되어야 한다. 현재 보스니아에게 있어 EU는 이러한 ‘상호 믿음’과 ‘공통 이익’을 가져다 줄 수 있는 유일한 국제기구이자 보스니아의 보다 나은 미래를 꿈꿀 수 있는 거의 유일한 대안이라 평가할 수 있다. 이러한 연구 관점을 바탕으로 본 논문에선 보스니아의 EU 가입을 향한 추진 과정을 살펴보고 여기서 나타난 보스니아 사회통합을 위한 EU의 정책들과 그 역할 그리고 이를 위한 EU의 지원 및 그 현황에 대해 분석하고자 한다.
Abstract
The EU‘s preconditions and targets for Bosnia’s EU accession are: The first is ‘social integration’ based on national reconciliation and harmony. And the second is the ‘permanent peace settlement’ through the establishment of ‘One State-One System’ which is the final stage of the ‘Dayton Peace Agreement’ which concluded the Bosnian Civil War in 1995. Bosnia’s accession to the EU is symbolized as the ‘Cornerstone’ of national reconciliation and peaceful settlement in the Western Balkans, which has suffered from long-standing national conflicts, but there are still many challenges and obstacles remaining. Even after the establishment of ‘social integration’ between the nations, which is the first goal of the EU, political integration as a ‘One State-One System’, which is a concrete symbol of ‘permanent peaceful settlement’, is a stumbling block. In order to eliminate these obstacles, firstly, the ‘mutual beliefs’, which builds trust between the national groups, must be established. And secondly, there must be a certainty of ‘common interest’ that the integration into the ‘One State-One System’ will give more certain benefits to each nation. For the present Bosnia, the EU is the only international organization capable of bringing these ‘mutual beliefs’ and ‘common interest’ and can be regarded as the only alternative to dream of a better future for Bosnia. Based on these research perspectives, this study examines the process of Bosnia’s accession to the EU, analyzes the EU’s social integration policies in Bosnia and its role and support.
