이탈리아의 지역 중소기업 지원 시스템에 관한 연구

본 연구는 지역산업의 발전방안을 모색하기 위해서 이탈리아의 ‘지역생산체제’(territorial production system) 즉, 전문화된 중소기업들이 특정 지역에 집적되어 차별화된 특성을 규명하여 우리에게 주는 시사점 도출을 목표로 한다. 이탈리아의 산업지구(industrial district)는 제품생산과정을 여러 단계로 분리해서 생산 되는 중소기업 영역 체계로 특정 산업분야의 기업 활동들로 형성된 긴밀한 네트워크를 기반으로 하고 있다. 이 네트워크에는 전문화 기업, 대학, 연구소, 관련 정보서비스 등 다양한 활동들이 상호 연계되어 다품종소량생산을 지원하고 집적경제를 창출하고 있다. 이와 같은 집적경제 창출을 위해 제3이탈리아의 산업지구들은 산업시스템을 재구성하였고 그결과 산업의 질적 고도화는 물론 산업경쟁력을 향상시켰다. 우리나라의 경우 공업단지나 기계단지 등 산업적 전문화를 가져왔음에도 불구하고 지역적 산업네트워크가 취약하고 산업지구화를 이룩하지 못했다. 이탈리아 산업시스템은 ‘산업지역집적’모델로써 생산단계별 전문화된 중소기업들이 한정된 자원의 효율을 극대화하고 경쟁과 협력으로 국제경쟁력을 갖추고 있다. 이와 같은 혁신 네트워크화와 혁신시스템 추진 경험으로부터 우리나라가 얻을 수 있는 정책적 시사점은 세부산업에 필요한 전문 인력을 탄력적으로 공급할 수 있는 여건 조성과 지방중소기업들이 환경변화에 유연하게 적응하고 경쟁력을 갖도록 촉진하기 위한 매개기관의 설립이다. 또한 실질적인 산학연협력에 의해 이루어진 지식과 정보가 관련 기업에 원활하게 이전되고 확산될 수 있는 네트워크 관리기관의 구축과 한국중소기업헌장 (Korean Charter for Small Enterprise)의 채택으로 중소기업에 대한 새로운 인식과 실천의지를 새롭게 전환하기 위한 행동지침(Action Plan)이 설정되어야 한다.
Abstract
The objectives of this study is to probe into the differential characteristics of Italy's territorial production system in which specialized small and medium sized enterprises are clustered in a specific industrial districts and to extract policy implication for us. The industrial district of Italy is a cluster system in which product production processes are divided into multi levels and based upon close networks of business activities by small and medium sized companies of specific industries. In this network, diverse players such as specialized companies, universities, research institutions, and related information services are connected with each other. They support multi product small quantity production system and create a cluster economy. To create such cluster economy, the industrial districts of Terza Italia reconstructed industrial systems and achieved not only a high degree of quality but also industrial competitive advantages. In South Korea, industrial specialization such as industrial complex and machine industry complex has been accomplished. However, regional industrial network has been weak and industrial district has not been realized. Italy's industrial system can be a model of ‘industrial regional cluster’ in which small and medium sized enterprises specialized by production process levels are maximizing the efficiency of limited resources and are equipped with international competitive advantages as a result of competition and cooperation. The policy implications that our country can get from the experiences of innovation network and innovation system drive of Italy are circumstance creation for flexible supply of expert human resources required by industries and establishment of agencies to promote local small and medium sized enterprises' pliable adaptation to environmental change and being equipped with competitive advantages. In addition, a network management institution need to be established to promote the transfer and diffusion of knowledge and information acquired by industry and university cooperation. Moreover, the Korean Charter for Small Enterprise need to be adopted as an action plan to refresh the perception and commitment for small and medium sized enterprises.
