Abstract
SMEs(Small and Medium-sized Enterprises) play an important role in the economic performances and creation of employment. In many countries, the specific gravity of SMEs is very high, because the SMEs’ role involves organising the region in regards to the acceleration of the industrial structure for continued economic growth and development. SMEs are suitable in securing the competitiveness of the industrial environment made easy through quick response to economic environmental change, technology development, allocating new industries, business confrontation, provision of power, the offer of opportunities for the establishment etc. The Third Italy located in the central and northeast regions of Italy, we find similarities with DaeguGyeongbuk in terms of business numbers, employment scale and industrial structure. In spite of these similarities, the economic result of DaeguGyeongbuk SMEs is insufficient in comparison with the Third Italy. In the Third Italy, since specialized SMEs built the industrial districts based on the cooperative network the remarkable economic development was accomplished. The factors exerting an influence on the competitiveness of SMEs can be classified into three dimensions. This three factors are the industrial structural factor, institutional factor, and organisational factor. In conclusion, the three factors discussed revealed that it was individual advantage that united and remained the core factor of competitiveness. The most important implication is that the Third Italy built the cooperative network of the bottom-up based on trust in the economic crisis.
