19세기 말 20세기 초 대한제국과 프랑스 제3공화국 사이의 외교관계는 프랑스를 중심으로 한 외교체제인 델카세체제와의 관련성 속에서 새롭게 조망될 수 있다. 델카세체제는1871년부터 1890년까지 유럽의 국제관계를 규정했던 비스마르크체제를 대신하여 프랑스가 자국을 중심으로 새롭게 구축한 외교체제였다. 프랑스 제3공화국의 외무장관 델카세는비스마르크체제에 의한 외교적 봉쇄로부터 프랑스를 벗어나게 해준 러-프동맹을 유지하기위해 러시아제국에 막대한 차관을 공여했을 뿐만 아니라 러시아제국의 만주 및 한반도정책을 뒷받침해주었다. 이 과정에서 프랑스는 1897년 독립을 선언했던 대한제국과의 외교관계를 강화하게 되었다. 이러한 델카세체제의 동학은 1886년 조불수호통상조약(朝佛修好通商條約)이 체결된 지 무려 14년만인 1900년 파리에 대한제국 공사관이 설치되고, 같은 해에 개최된 파리만국박람회에 대한제국이 참가하게 된 외교적 배경이 되었다. 그러나 델카세체제는 1904년 영국과의 협약을 통해 완성되는 것이었던 바, 이미 1902년 영국과 동맹을 체결했던 일본에 맞서 프랑스가 러시아 및 대한제국을 지원하는데에는 한계가 있었다.

Abstract

This article aims to trace the impact of the so-called Delcassé System(système Delcassé) on the Franco-Korean diplomatic relations in the early twentieth century. In contrast to the diplomatic system organized by Otto von Bismarck 1815-1898), the Delcassé System is a Franco-centric diplomatic system named after Théophile Delcassé (1852-1923), French Foreign Minister who succeeded Gabriel Hanotaux as the head of Quai d’Orsay on 28 June 1898 and, in that capacity, oversaw the French diplomacy until 6 June 1905. Why did the Great Korea(Daehan) Empire expedite its effort to establish a Korean Legation in Paris in 1900 and to participate in the Paris Exposition? What link could be found between the Franco-Korean diplomatic relations, which had new momentum in 1900, and the Delcassé system which had replaced the Bismarck system in Europe? This study aims to answer these questions by investigating the the significance and influence of the Delcassé system in those days.
