세계경제위기와 남유럽복지모델의 상관성: 이탈리아와 스페인의 복지정책을 중심으로

초록

본 연구는 2008년 말부터 촉발된 세계경제 위기에 의해 더욱 복잡하게 전개되고 있는유럽, 특히 남부유럽 국가의 대표적인 스페인과 이탈리아의 복지정책 변화를 주로 다루고있는 글이다. 특히 이들 두 국가는 지중해 모델, 혹은 남부유럽모델의 전형적인 특징을 갖는 국가로서 제도적인 측면에서 설명하기 어려운 정치문화적 요소에 대한 요인이 상당히많이 작용하는 국가의 하나이다. 두 국가의 복지모델 변화의 모습은 경제위기에 대응하는복지정책의 변화를 추적하고 국가재정의 건정성과 사회적 안정성을 복지라는 주제로 설명하는 데에도 유의미하다 할 수 있다. 특히 한국에서 최근 무상급식 문제와 함께 촉발되고있는 복지국가 논쟁에서 유의미한 정책적 함의를 제공할 수 있다는 측면에서 주목할 필요가 있는 것이다. 본 논문의 구성은 다음과 같은 순서를 통해 구성될 것이다. 연구 도입부로서 서문에 뒤이어 본론의 첫 장에서는 유럽복지모델의 변화를 간략하게 살펴보고, 그에 대한 선행연구와 현재의 상황을 중심으로 서술할 것이다. 둘째는 유럽복지모델의 주요 사례 중에서 이탈리아 복지모델에 대한 소개와 최근의 변화 양상을 기술하고, 세 번째 장에서는 스페인에 대한 내용을 서술할 것이다. 마지막 장에서는 두 국가의 복지국가 모델을 통해 현재한국사회의 복지 논쟁에 미칠 수 있는 영향 관계와 정책적 함의를 정리하면서 논문을 마무리 할 것이다. 스페인과 이탈리아라는 두 국가는 현재 국가재정 건전성에 대한 우려로 인해 국가 부도를 선언해야하는 상황으로 치닫고 있다. 많은 경제전문가들의 우려로 인해 두 국가의 복지정책에 커다란 전환이 필요한 것이라는 주장이 일반적이라 할 수 있다. 그러나 실제로두 국가의 복지모델에서의 문제는 복지 과다의 문제라기보다는 비효율적이고 투명하지 않은 복지정책 운용의 문제가 더 크다고 보는 것이 합리적일 것이다. 결국 경제위기에 대처하기 위해 두 국가가 선택하고 있는 복지정책의 전환은 그러한 측면에서 이해되고 논의되어야 하는 것이며, 본 논문에서는 이러한 논의 틀을 일정 정도 유지하면서 경제위기에 따른 두 국가의 복지정책을 다루고자 한다.

Abstract

The world economic crisis started from late year of 2008 has done a great deal of damageㄴ to most of economically developed countries including the EU and the USA. Numerous European countries have some financial problems and difficulties caused by national debts that many economists and experts think to be resulted from the excessive welfare system. Among those European countries Spain and Italy are the typical representative welfare states of Southern European Model. This paper compares the relativeness between welfare system and economic crisis according to the method called time-series analysis. Spain and Italy have common aspects of welfare system in which are operated by the informal path, inefficient and expensive social costs, large black economy,high structural unemployment, and so on. However their welfare system is still stable to maintain and manage it even though they have suffered from great national deficit finance. This paper seeks answers for why and how to administrate their welfare system, and is also analyzed of the recent changed aspects of their welfare policies caused by the world economic crisis. In addition,it will be mentioned about a comparative meaning for korean situations and policies on welfare system.
