이 논문은 최근 프랑스 단기고등교육기관의 변화를 분석하고, 한국 전문대학 정책에 주는 시사점을 모색하는데 목적이 있다. 특히, 고급기술자전문학교(STS) 및 기술전문대학(IUT)의 구조와 학생의 진로 및 고용을 집중적으로 분석하였다. STS와 IUT의 졸업생은 다른 학력 청년에 비해 일자리를 찾는데 유리한 편이다. 구체적으로 고급기술자전문학교 졸업증서(BTS)는 학생들이 취득 후 노동시장에 바로 진입하는데 도움을 주고 있다. 이에 비해, 기술전문대학 학위(DUT)는 상급대학에서 학업을 계속하는데 기여하고 있다. 한편, 대학입학자격(bac) 취득 후(고등학교 졸업 후) STS 과정에 입학한 학생의 25%는 학위를 취득하는데 실패하고 있다. 프랑스 전문대학 정책은 진로지도를 통하여 학생의 중도탈락을 막는데 중점을 두어야 할 것이다. 이 논문은 프랑스 단기고등직업교육 기관에 대한 연구를 바탕으로 몇 가지 시사점을 모색하였다. 첫째, 고등직업교육기관(전문대학·대학) 간 학생 이동을 촉진하여 직업능력(qualification)을 향상할 수 있는 기회를 주어야 한다. 둘째, 전문대학생을 대상으로 진로지도를 강화하고 직업교육프로그램을 다양화하여야 할 것이다. 이를 통해 전문대학생의 중도탈락을 완화하고, 학교-노동시장 이행을 유연하게 할 수 있을 것으로 기대된다. 우리나라 전문대학 학생들을 위해서도 대학학업기회의 확대, 진로지도 강화 및 직업교육 프로그램 다양화를 해 나간다면, 청년고용을 창출하고 고용조건을 개선할 수 있을 것으로 기대된다.
Abstract
The purpose of this paper is to study the policy on French vocational colleges and to look for suggestions for Korean vocational college policy. In particular, this study focuses on analyses about not only the structure of STS and IUT, but also their students' career types and employment. As a result, the students in STS and IUT could have better job opportunities when graduated from the colleges. The degree of BTS could directly help students to enter the labor market. Also, the degree of IUT could support students to continue their studies in universities of higher grades. However, 25% of students in STS had to give up their studies without any degrees. Therefore, the vocational college policy in France should endeavor to prevent students from quitting colleges. We would like to give suggestions for Korean vocational college renovation based on this study. Firstly, the students' mobility between college and university must be promoted, so that the students could get opportunities to develop qualification. Secondly, the career guidance for college students must be enforced and vocation training programs should be diversified. This measure can reduce students dropping out of school. Thirdly, the labor mobility from school to firm should be more active. Consequently, we expect that employments of Korean young people can be increased and its conditions be improved.
