이 글은 스웨덴 정당의 시민정치교육 사례에 대한 연구이다. 소위 “학습동아리 민주주의(study circle democracy)”라 지칭될 만큼 공동체 시민교육과 정당 시민정치교육의 긴밀한 연계 속에 정치사회화가 진행되고 시민의 정치적 참여가 일상화되어 있는 스웨덴 민주주의의 역사와 그 특징을 살펴보고 한국의 민주주의 시민정치교육과 정당의 역할에 대해 비교 고찰한다. 특히 한국에서 스웨덴 복지국가의 정치경제와 사민주의 정당정치, 옴부즈맨 제도 등 정치 제도와 정당정치를 연구의 대상으로 해 온데 비해 스웨덴 정당의 시민정치교육에 대한 학문적 관심도는 그리 높지 않다. 스웨덴 민주주의의 안정과 높은 수준의 복지, 시민 참여문화의 형성에 정당의 사회적 역할이 중요했다는 점에서 스웨덴 정당들의 민주주의 시민정치교육 사례는 주목할 만하다. 이 글에서는 스웨덴의 시민교육 제도화 과정을 역사적으로 살펴보고 시민정치교육 제도 속에서 스웨덴 정당의 역할과 정당 시민정치교육 체계의 특성을 제시한다. 제2차 세계대전이후 1970년대 초 스웨덴 교육체계가 현재의 모습을 갖추기까지 집권정당으로서 핵심적 역할을 했던 스웨덴사민당을 중심으로 스웨덴의 주요 정당(온건당, 중앙당, 자유당, 녹색당 등)의 시민정치교육 사례를 살펴보고 지속가능한 민주주의를 위한 한국정당의 역할에 대한 시사점을 찾아본다.
Abstract
This article is an case study about civic political education of the Swedish political parties. Swedish democracy had been referred so-called “study circle democracy" because it characterized as political participation of citizens in the democratic norm closely linked with an civic education in civil communities. The subjects related Sweden in Korea has been concentrated on Swedish welfare state, party politics and the political system such as the ombudsman system. For Sweden's stable democracy and a high level of welfare, however, the linkage between the civic education institutions and political parties played a key role. This study investigate the characteristics of Swedish civic education history and institutions and the role of political parties-Swedish Social Democratic party as the ruling party leaded the current state of the civic education system since the end of the World War II until the early 1970s, and the major political parties (Moderate party, Center Party, the Liberal Party, the Greens, etc. An eventual goal of this investigation is looking for implication how enable to build sustainable democracy in South Korea and the role of Korean political parties.
