페르 알빈 한손: 시대적 위기, 갈등, 그리고 통합의 리더십

이 글은 1930~1940년대 스웨덴 사민당의 리더이자 내각 총리로 스웨덴 사회민주주의적 복지국가 형성을 이끈 페르 알빈 한손(Per Albin Hansson)의 리더십에 대한 것이다. 한손은 19세기 말 격동기 스웨덴의 가난한 노동자 가정에서 태어나 사민주의 정당운동가로 성장했다. 초기에는 당내 청년 사회주의 좌파 활동가였으나 점차 민주주의적제도 틀 내에서 점진적 사회개혁과 평등 사회를 실현하기 위해서는 보수주의 정치인과부르주아 계급, 농민, 중산층 등 사회 내 다양한 이해관계자들의 지지를 얻어야 한다는사실을 잘 알고 있는 탁월한 연설가이자 대중 정치인으로 성장했다. 당 리더로서 사민당을 이끌면서 한손은 “인민의 가정, 시민의 국가”와 같은 이해하기 쉬운 레토릭과 연설을 통해 사회민주주의적 복지국가의 구체적 상을 제시했다. 14년간의 총리 재임기간동안 기초적 복지를 확대하는 사회개혁을 단행했고 계급 타협적 경제정책과 적록동맹을 통해 계급 간 사회연대를 이끌었으며 2차 세계대전 당시 스웨덴의 중립정책과 두 차례의 대 연정을 이끌면서 스웨덴 사민당의 정치적 헤게모니 구축에 핵심적인 역할을 했다. 정치적 아이디어는 탁월한 전략가에 의해 만들어지지만 이를 현실적으로 구현하기위해서는 대중적 포용력을 갖춘 정치인이 필요하다. 한손은 위기의 시대에 대안적 정책아이디어를 실현할 수 있는 통합적 리더십의 필요성을 제시하는 인물이라 하겠다.
Abstract
This article is about Per Albin Hansson’s leadership of the Swedish social democratic party(Sveriges socialdemokratiska arbetareparti: SAP) in the early twentieth century. In the first half of the 20th century, SAP had established Swedish social democratic sodiety and welfare model under Hansson’s leadership. He was born in a poor labor family and employed as a errand boy after dropping out of elementary school. Not much later, he joined the SAP’s youth organization and grown up into one of a promising young party activists. In his early time, he was also belong to left wing of socialist’s faction, however, gradually he became a social democrats having a belief that accomplish an equalitarian social democratic society through a gradual social reform. He well knew about that had to gain other bourgeois political groups’ cooperation and ordinary people’s support for realization of an social democratic reform programme. He, as an excellent speaker and popular politician, used an understandable rhetoric such as “the people’s home and the citizen’s nation” for getting across the need for social democratic reform. While in government as the prime minister, for 14 years, he carried out several reform policies enlarging a primary welfare programme, materializing the economic policy and electoral coalition(“red-green coalition”) enabling inter-class’ coordination. During the second world war, through neutral line policy and two grand coalition, he had played a fundamental role establishing SAP’s political hegemony in Sweden. Political idea is made by a prominent strategist. Realizing the idea, however, need a popular and comprehensive politician. Hansson is an suitable leadership model of coordinating and integrating social conflicts in times of crisis.
