오늘날 프랑스 사회운동에서 점거 농성은 주요한 집합행동의 레퍼토리로 자리하고 있다. 역사적으로 점거는 혁명적 저항의 상징인 바리케이트부터 일터에 대한 노동운동의 직접행동을 일컫다가, 20세기 후반 소수자의 저항을 표상하는 사회운동의 상징적 집합행동으로 확장된 것을 관찰할 수 있다. 본 논문은 프랑스의 대표적인 소수자 운동인 불법체류자 운동과 실업자 운동의 점거 행동을 통해 소수자가 갖는 주체의 상징성, 이들의 점거 행동이 이루어지는 장소의 상징성, 그리고 점거에 수반하는 불법성과 폭력성을 중심으로 점거 행동이 소수자가 처한 극한 상황을 고발하고 위급한 기본권의 문제를 내세우는 데 적합한 상징으로 작동하는 바를 고찰한다. 1970년대 주택 점거와 스콰트는 거주권을 주장하는 동시에 소유권을 비난하며 점거 운동에 새로운 세력과 의미를 도입했다. 이어 1990년대 불법체류자 운동의 성당 점거는 도덕적 권위를 드러내는 상징적 장소에서 정치가와 대중이 협상할 수 있는 장을 만들어냈고, 실업자 운동은 관공서를 점거하며 실업의 위기를 공론화하였다. 소수자 운동은 이해관계가 결합된 장소뿐 아니라 상징성이 강한 장소에서 의례화된 상징점거를 조직하며 세력화를 꾀할 수 있었다.
Abstract
In contemporary French social movements, occupations have become a primary repertoire of collective action. From the barricades symbolizing revolutionary resistance to direct actions by labor movements in the workplace, occupations became a symbolic collective action representing the resistance of marginalized groups. This paper examines occupation’s symbolic meaning through its symbolic actor, the symbolic places , and symbolic llegality and violence accompanying occupations, focusing on two minority movements in France, the undocumented immigrant movement and the unemployed movement. This article studies how occupation actions serve as a suitable symbol for exposing the extreme situations faced by the minority people and raising urgent issues concerning fundamental rights. In the 1970s, housing occupations and squats introduced new forces and meanings to the occupation movement by asserting the right to housing while denouncing property rights. Subsequently, the church occupation by the undocumented immigrant movement created a symbolic space that highlighted moral authority. And the unemployed movement occupied unemployment offices to criticize the government politics. Minority movements were able to consolidate their power by organizing symbolic occupations, which were ritualized actions in highly symbolic locations.
