Abstract
The most challenging issue in Europe is the refugees who are continuously flowing into Europe from Africa and the Middle East. Hoping for a better life, the number of refugees coming into Europe through numbers of illegal methods and routes besides legal asylum request keeps going up due to the endless conflicts and worsening socio-economic circumstances in those areas. Due to the COVID-19, the number of refugees into Europe seemed to show a temporary decreasing trend. However, the number started to go up as the pandemic prolonged. The issue with refugees that started in the 2000s has caused conflicts between the EU countries without suggesting any good idea for a long time. Eventually, the refugee issue has hindered the unity in Europe and continuously created internal disruptions, such as driving UK's withdrawal from the EU. Since the Syrian Refugee Crisis in 2015, the EU and its members have realized the necessity of shared solutions and put in a great deal of union-wide efforts such as refugee quota system, EU-Turkey Readmission Agreement, reinforced border control, and Dublin Regulation. However, they have not found an apparent solution for the issue. With the ongoing circumstance, the number of unidentified refugees coming through the Polish-Belarusian border began to soar starting from the summer of 2021. It is assumable that Belarus was behind this incident. According to the statement made by Poland and the EU, Belarus has caused internal disruptions by weaponizing the refugee issue for using it as a tool for hybrid warfare, as they pushed the Mideastern refugees to the Polish border. The conflict between Poland and Belarus kept spreading and worsened the tension between the Western powers such as the EU, NATO, and US and Belarus with Russia. Moreover, as suspicion for Russia’s military threat in Ukraine is raised, the refugee issue in Europe has expanded to a problem threatening global peace and security. In this research paper, the author attempts to analyze the Polish-Belarus Border Crisis, a case of weaponization of the refugee issue as a tool for hybrid warfare that will be a prevailing aspect of future wars. Thus, one can see that the refugee issue and its weaponization are not to be handled by each nation, but long-term concrete countermeasures at the EU's scope are more urgently necessary than ever before.
