독일은 2000년 개정 국적법과 2005년 이민법을 통해 외국인의 정주와 귀화를 제도적으로 보장하기 시작하였다. 본 연구는 이러한 법제적 전환이 독일 축구 국가대표팀에서 인종적 다양화로 가시화되고 있음을 전제로, 제도적으로 부여된 대표성이 독일 사회에서 어떻게 인식되는지 고찰하였다. 특히 튀르키예계 독일인 메수트 외질의 사례를 통해 복수국적과 다중 정체성이 대표성에 미치는 영향을 검토하였다. 연구 결과, 다수는 국가대표팀의 다양성과 대표성을 긍정적으로 평가하였으나, 일부는 인종적으로 동질한 독일계 백인 중심의 구성을 선호하였다. 이러한 경향은 이민 배경을 가진 선수의 국가대표 선발을 통한 제도적 통합과 정서적·인지적 통합 사이의 간극을 드러낸다. 나아가, 국가대표팀은 통합의 이상과 사회적 긴장이 공존하는 다문화 사회의 복합적 단면을 보여주는 상징적 공간으로 기능하고 있음을 보여준다.
Abstract
Germany began to institutionalize the settlement and naturalization of foreigners through the amended Nationality Act (2000) and the Immigration Act (2005). Building on this legal transition, the present study examines how the increasing ethnic diversification of the German national football team reflects broader social changes, and how the institutionally granted representational status of its players is perceived within German society. Focusing on the case of Mesut Özil, a German of Turkish descent, the study explores how dual nationality and multiple identities influence the notion of representation. The findings indicate that while the majority of the public view the team’s diversity and representative role positively, a notable segment still prefers a composition centered on ethnically homogeneous, ethnic German players. This tendency reveals the gap between institutional and emotional-cognitive integration of players with migration backgrounds, and it confirms that the national team remains a symbolic arena reflecting both the ideals of integration and the underlying tensions of a multicultural society.
