국내대학의 효율성 및 적정규모 분석

본 연구는 DEA기법에 의하여 2014년도 우리나라 대학의 효율성과 규모의 경제를 측정, 분석하는 데 있다. 학생수, 교수수, 직원수를 투입물로 하고, 신입생 등록률, 취업률, 연구실적을 산출물로하여 효율성을 측정하였다. 115개 대학을 대상으로 TE, PTE, SE를 측정한 후에 CRS, IRS, DRS로구분하였다. 본 연구의 결과에 의하면 70% 이상의 대학들이 DRS에 있었으며, 규모가 크면 클수록거의 대부분의 대학이 DRS에 있었다. 20%에 해당하는 규모가 작은 대학들이 IRS에 있었음을 확인하였다. DRS에 있는 대학들은 규모를 축소하여 최적규모에 도달함으로써 효율성을 제고해야 한다. IRS에 있는 대학들은 투입물을 축소함에 의하여 효율적이 될 수도 있지만 투입물을 추가함에 의하여 더 많은 산출물을 생산할 수도 있다.
Abstract
This study employes data envelopment analysis to estimate efficiency and returns to scale of Korean universities in 2014. Inputs used in the model are number of students, number of full time teaching staffs, and number of non-teaching staffs, and freshman enrollment rate, employment rate, publication index as outputs. We first estimate the efficiency scores(TE, PTE, SE) and return to scale(CRS. IRS, DRS) of 115 universities. The results show that more than 70% of the universities are operating with decreasing return to scale. In addition, most of the large universities are found to be operating with decreasing return to scale. 20% of the universities are operating with increasing return to scale. Universities with DRS should decrease the inputs in order to improve efficiency. But universities with IRS may increase the outputs by adding more inputs or remove the input surplus in order to maintain the current outputs.
