Abstract

With the increasing frequency of natural and human-induced disasters, promoting citizens’ hazard literacy has emerged as a crucial societal task. This study aimed to develop and validate a Hazard Literacy Self-Assessment Scale (HLSAS) for adults, based on a theoretical framework of hazard literacy comprising five dimensions: Knowledge and Understanding, Reasoning and Skill, Value and Attitude, Psychology and Emotion, and Behavioral and Practical Engagement. Preliminary items were constructed and administered to Korean adults aged 20 and older. Using responses from a pilot test (n = 500), item quality, correlations, and reliability were examined, and an exploratory factor analysis (EFA) was conducted to refine the items. Subsequently, responses to the final version (n = 500) were analyzed using item analysis, reliability testing, correlation analysis, and confirmatory factor analysis (CFA) to evaluate the fit of the theoretical structure. The results indicated that the factor structure of the scale was consistent with the theoretical framework, and the reliability and validity of each sub-factor were acceptable. The HLSAS provides a self-report instrument for measuring hazard literacy in adults and empirically supports the multidimensional nature of the construct and the interrelationships among its domains. The findings of this study offer a useful foundation for developing hazard-related educational programs and enhancing citizens’ competencies in disaster preparedness and response.
