본 연구의 목적은 2018평창동계패럴림픽대회 5대 핵심목표를 중심으로 레거시를 재구성하여 평창이 남긴 중요한 유산의 정책적 방향을 제시하고자 한다. 2018년 7월 현재, 조직위원회, 정부와 강원도는 패럴림픽의 유산에 관한 보존, 활용 및 생태계 조성 등에 관해 합의점에 이르지 못했다. 패럴림픽의 레거시는 장애인체육 발전에 중요한 초석이 될 것이고 250만명의 장애인들에게 레거시의 교육적 가치를 함양할 수 있고 후세대에게 전해줄 소중한 유산이다. 국제패럴림픽위원회도 패럴림픽 유산의 존치 및 활용에 대한 특별한 관심을 두고 있지 않다. 이는 근본적으로 그 가치의 보존 및 공유를 요구해야 할 것이다. 몇가지 정책적 제언을 하자면, 패럴림픽 레거시의 보존 및 가치제고를 위해 재원마련을 위한 전문기관의 설립이 필요하다. 1988년 올림픽 이후 재원마련을 위해 국민체육진흥공단이 설립된 사례가 있다. 더불어 IPC의 적극적인 참여 및 협력도 중요하다. 장애인체육 발전을 위해 재원마련을 위한 체육진흥투표권과 연계한 국내 동계스포츠종목의 편입도 고려해야 한다. 정부와 대한장애인체육회의 적극적인 역할이 필요한 부분이다. 평화레거시는 남북협력 강화를 위한 동계스포츠 종목의 지속적인 교류가 필요하다. 장기적으로 동계패럴림픽에 편입될 루지, 스켈레톤 종목을 위해 알펜시아 슬라이딩센터의 존치에 적극 노력해야 한다.
Abstract
The purpose of this study is to reconstruct the legacies of the 2018 Pyeongchang Winter Paralympic Games focusing on the five core goals, and present the policy direction of the important legacies left after Pyeongchang. As of July 2018, the Organizing Committee, the Government and the Gangwon Province have not reached a consensus on the preservation, utilization and ecosystem building of the legacy of the Paralympics. The legacy of Paralympic will be an important cornerstone for the development of physical education for the people with disabilities. The International Paralympic Committee has no special interest in maintaining and utilizing the Paralympic Legacy. For some policy suggestions, it is necessary to establish specialized agencies to secure funds for the preservation and value enhancement of Paralympics legacy. In addition, active participation and cooperation of IPC is important. Consideration should also be given to the incorporation of domestic winter sports events in connection with the right to vote for the sports promotion. The government and the KPC should play an active role. Peace Legacy requires continuous exchanges of winter sport events to strengthen inter-Korean cooperation. For the luge and skeleton to be included in the winter paralympics in the long term, we must actively maintain the Alpensia sliding center.
