본 연구는 2022 베이징동계패럴림픽을 대비하여 2018 평창동계패럴림픽의 성과와 한계를 분석하고 현장의 요구를 반영하여 동계패럴림픽의 경기력향상 방안을 모색하였다. 본 연구의 목적을 달성하기 위해 2018 평창동계패럴림픽 대회 결과보고서 등 관련 자료를 수집하여 문헌조사를 실시하였으며, 현장의 문제점과 요구사항을 파악하기 위해 종목별 전문가(지도자, 선수), 문화체육관광부 및 경기력향상 지원 전문위원들로 구성된 전문가 패널을 구성하여 다음과 같이 주요 추진과제(3전략 7과제)를 도출하였다. 첫째, 종목별 특성화 훈련 전략이 필요하며 이를 위한 추진과제로 종목별 특성화 전략 시행, 훈련 성과관리 시스템이 도입되어야 한다. 둘째, 동계 스포츠과학화지원 체계 강화를 위해 동계 스포츠과학지원 체계 구축, 동계종목 전문인력 양성 및 배치가 필요하다. 셋째, 동계스포츠 선수 및 지도자 양성이 중요하며, 추진과제로 동계종목 선수 발굴 및 양성, 국가대표 지도자 운영방안 개선, 동계패럴림픽 레거시 활용을 확대해야 한다. 제시된 추진 전략(과제)은 동계 장애인스포츠의 경기력향상을 위한 필수 과제들로 개별과제, 개별전략 추진으로 그 성과를 담보하기 어렵다. 특히, 동계스포츠과학지원 체계 강화 전략을 기반으로 종목별 특성화 훈련 전략이 시행되어야 하며, 선수 및 지도자 양성 지원 역시 병렬적으로 지속 연계 추진될 때 모든 과제 추진 성과를 재고할 수 있을 것이다.
Abstract
This study explored the avenues of performance development in winter paralympic in view of on-site opinion, with analysis of results and limitations in 2018 Pyeongchang winter paralympic in contrast to 2022 Beijing winter paralympic. To attain the purpose we reviewed the literature on outcome report of 2018 Pyeongchang winter paralympic and obtained estimates based on a panel data approach consisting of sports experts(coach and athletes), Ministry of Culture, Sports and Tourism and performance developers committee as a reason to grasp the problems and requirements on-site. We figured out the mainly promotion tasks(3 strategies and 7 assignments) as follows. First, the specific event discipline strategy is needed and as a promotion assignment for this it should be introduced each event specification strategy and the discipline management system. Second, we suggested winter sports science supporting systematic construction, winter sport specialists training and disposition. Third, it is important to enhance winter sports atheltes performance and coaches skills and for this purpose it should be carried out a discover talented players and training, upgrade operating national team coaches and expending the legacy application of winter paralympics. Suggested tasks are hard to guarantee the success the separate tasks because of the necessary integrated assignments. Specially, the specific sports event discipline should be conducted as based on strengthen system and moreover we can expect successful results of tasks only when athletes and coaches training supports stand sustained in a line.
