전기자동차용 충전시설의 소방안전기준에 관한 소고 - 일본의 법제 및 논의상황을 참고하여 -

Abstract

This paper was written to discuss the necessity and improvements of fire safety measures of charging facilities for electric vehicles, which may ensure the safety of consumers, as the distribution of electric vehicles and charging facilities for them has been extended. To this end, it comprehensively examined regulations on the charging facilities for electric vehicles in Korea and the problems of them, and then, provided suggestions and improvements for Korea, by referencing to Japanese laws and the discussions made by the review subcommittee of the Japanese fire department. Korea only sets the safety standards for charging facilities for electric vehicles, based on the 「electric utility law」, but the fire law does not establish the fire safety standards for relevant facilities. The fire safety is too professional to be managed by the commerce minister, a competent minister of the 「electric utility law」, so it would be difficult for the commerce minister to create the fire safety instructions or guidelines. On the contrast, Japan did not only develop the safety criteria of the charging facilities for electric vehicles in its fire law, but also established the review subcommittee of the Japanese fire department, to develop the safety criteria of quick charging facilities with the whole power > 50kW. The fire safety criteria of the charging facilities for electric vehicles, for the safety of electric vehicle consumers and general citizens should be essentially considered. It would be necessary to review the development of the safety criteria of the charging facilities for electric vehicles in the fire law, by referencing to the Japanese law and discussions.
