인구 고령화가 강원도의 산업별 생산성과 고용에 미치는 영향 분석

본 논문은 1995년부터 2021년까지 연간 자료를 활용하여 인구 고령화가 강원 지역의 산업별 생산성 및 고용에 미친 영향을 분석하였다. 분석 결과, 첫째, 정보통신업과 금융 및 보험업을 제외하고 대부분의 산업에서 최근 10년간 생산성이 하락한 것으로 나타났다. 둘째, 인구 고령화 현상은 농림어업과 제조업 등 6개 산업에서는 음(-)의 영향인 반면에 정보통신과 금융보험 등 나머지 5개 산업에서는 양(+)의 영향을 미치는 것으로 추정되었다. 특히 도소매와 운수 창고 그리고 문화 및 기타 서비스 등 관광 관련 산업에서는 고령화로 인하여 생산성이 하락한 것으로 나타났다. 그러나 교육과 보건 및 사회복지 서비스에서는 고령화가 생산성을 향상시킨 것으로 추정되었다. 셋째, 인구 고령화 현상이 종사자 수에 미치는 영향은 상이한 것으로 추정되었다. 제조, 도매 및 소매, 숙박 및 음식점, 금융 및 보험 등의 산업은 음(-)의 부호로 그리고 나머지 7개 산업은 양(+)의 부호로 추정되었다. 특히 숙박 및 음식점의 고령화에 대한 장기탄력성이 -1.39로 고령화에 따른 고용 감소폭이 장기적으로 가장 클 것으로 추론된다. 본 논문은 가속화되는 인구 고령화에 대응하여 강원도의 산업 및 고용구조의 장기적 변화를 예측하는 모형으로 그리고 향후 강원도가 지향해야 할 산업 및 고용 정책의 방향을 수립하는 데 활용될 수 있을 것으로 기대된다.
Abstract
This paper analyzed the effects of population aging on the industrial productivities and employments in Kangwon Province using auto-regressive distributed lag (ADL) model. The main results of this paper are as follows. First, most of industries except information and financing sectors showed declining productivities during recent eleven years. Second, population aging made productivities shrinking in many industries except information and financing ones, especially much more in non-skilled labor industries such as tourism related sectors. Third, population aging affected employments differently across industries. Given population aging deepening, food, wholesale, information and financing showed decreasing employments. In contrast, agriculture and education showed increasing employments. Facing with the accelerating trend of population, this paper could be a reference in designing industry and employment policies in Kangwon Province.
